JOB OBJECTIVE 


The primary objective is to build organizational capacity, implement continuous

capability development, drastically cut plant downtime, optimize heat rate metrics, and

elevate overall employee productivity—thereby driving sustainable business growth and

bottom-line profitability.

OPERATING CONTEXT AND STRATEGIC CHALLENGES


The executive will oversee an integrated thermal power generation ecosystem

comprising multiple power generating facilities operating under a single strategic

mandate. This unified asset portfolio operates within a demanding macro-environment

requiring high-level technical ingenuity, strategic resilience, and executive leadership to

overcome critical operational headwinds.


Key challenges inherent to the operating environment include:


1. Epileptic and Poor Gas Supply: Sustained fluctuations in fuel pressure, volume, and

quality, alongside frequent gas pipeline interruptions, impacting plant availability,

heat rate performance, and baseline generation targets.


2. Vandalization and Security Vulnerabilities: Infrastructure security risks and asset

damage in operational areas that compromise power evacuation lines, gas

supply infrastructure, and plant facilities.


3.Obsolete and Redundant Gas Turbines: Ageing infrastructure, equipment obsolescence, unavailable original equipment manufacturer (OEM) support, and unutilized generation capacity requiring overhaul, conversion, and modernization.


4.Deficit in Technical Competence: Severe gaps in specialized, high-level technical expertise across complex mechanical, electrical, and control systems.


5.Weak Knowledge Transfer Systems: Inadequate structured documentation, institutional memory loss, and sub-optimal mentorship programs across operation and maintenance (O&M) cadres.



JOB PURPOSE AND EXPECTED OUTCOMES


The Executive is tasked with transforming and stabilizing the technical capabilities across the entire generation ecosystem. Acting as the senior technical and executive authority, the job holder will address fuel disruptions, equipment obsolescence, and security risks while instituting rigorous Engineering, Procurement, and Operation & Maintenance (O&M) standards.


KEY ROLES AND RESPONSIBILITIES


  1. Strategic Technical Leadership & Asset Performance

  • Formulate and execute long-term operational and engineering strategies to maximize power generation capacity, reliability, and heat rate performance across the power ecosystem.

  • Oversee operating expenditure (OPEX) and capital expenditure (CAPEX) budgets for all plant engineering functions, driving cost optimization and efficiency initiatives.

  • Champion asset lifecycle management to restore obsolete and redundant gas turbine units to optimal firing capacity through structured overhauls, retrofits, and engineering modifications.

  • Establish technical governance frameworks that enforce compliance with original equipment manufacturer (OEM) specifications, Power Purchase Agreements (PPAs), and Gas Supply Agreements (GSAs).

  • Review plant logs, telemetry data, and distributed control system (DCS) metrics to identify equipment abnormalities and eliminate root causes of forced outages.


  1. Operational Excellence & Maintenance Leadership


  • Direct and coordinate the activities of the Operations, Mechanical, Electrical, and Instrumentation & Control (I&C) departments to ensure seamless alignment across field activities.

  • Drive the adoption of modern Computerized Maintenance Management Systems (CMMS) to execute rigorous predictive, preventive, and corrective maintenance programs.

  • Implement root-cause failure analysis (RCFA) protocols for mechanical, electrical, and control system trips to achieve target reductions in forced power reductions.

  • Supervise major plant overhauls, emergency shutdowns, and turbine restarts in strict adherence to safe work practices and environmental regulations.

  • Enhance switchyard, transformer, and high-voltage transmission interconnectivity to reduce grid-induced trips and line evacuation bottlenecks.


  1. Fuel Management, Evacuation & Infrastructure Resilience

  • Strategize and collaborate with gas suppliers and pipeline operators to mitigate fuel pressure instability, monitor gas quality metrics, and optimize heat consumption.


  • Coordinate closely with national grid transmission operators to regulate generation frequency, line voltage, and dispatch loads effectively.


  • Implement asset protection measures and coordinate infrastructure hardening to safeguard plant property, gas feed lines, and switchyards from vandalization.


D. Capability Building, Technical Competence & Knowledge Transfer


  • Conduct technical skill assessments across all O&M departments to identify competency gaps and establish continuous technical coaching programs.

  • Serve as the principal technical mentor to build hands-on expertise in gas turbine troubleshooting, control logic, mechanical alignments, and high-voltage systems.

  • Institutionalize robust knowledge transfer systems, standard operating procedures (SOPs), and technical documentation repositories to eliminate dependency on external consultants.

  • Establish structured apprenticeship, job-rotation, and peer-led technical knowledge-sharing sessions to develop indigenous engineering bench strength.



E. Governance, Risk Management & Financial Profitability


  • Direct compliance with statutory, environmental, health, and safety regulations (HSE) to achieve zero lost-time injuries (LTI) and zero environmental sanctions.

  • Manage vendor, original equipment manufacturer (OEM), and technical contractor agreements to ensure high-quality delivery within cost and timeline parameters.

  • Streamline spare parts inventory management to eliminate out-of-stock scenarios while reducing carrying costs and emergency procurement.

  • Deliver financial return on investment by maximizing available megawatt (MW) capacity, reducing fuel consumption rates, and minimizing operational rework


EDUCATION EXPERIENCE AND QUALIFICATIONS


Educational Background:

  • Minimum of a Bachelor’s degree (B.Sc. / B.Eng.) in Electrical, Mechanical, Power Systems, or related Engineering discipline.

  • Master’s degree in an Engineering discipline or Master of Business Administration (MBA) is required.


Professional Certifications:


  • Mandatory registration with recognized engineering professional bodies (e.g., COREN, NSE, IEEE, or international equivalent).


Cognate Experience:


  • Minimum of 25 years of experience in thermal power plant operations and maintenance.

  • Minimum of 10 years in executive or senior technical leadership roles overseeing multi-disciplinary power generation engineering teams.

  • Proven track record of turning around heavy-duty gas turbine power assets, mitigating fuel supply challenges, and rebuilding technical workforce capabilities.
